Department of Administrative Services – Division of Construction Services: “On-Call” Project Management: Site Improvements at South-East Parking Lot (OC-DCS-MBE-CIV-0008, Task No. T3)

Under its On-Call Services contract with DAS-DCS, Freeman Companies was selected to provide Project Management, Land Surveying, Civil/Site Engineering and Landscape Architecture, Traffic Engineering, Geotechnical Engineering, Environmental Services, and Electrical Engineering for design and construction administration for site improvements to the South-East Parking Lot at this busy Community College.
The scope involved re-paving, re-striping, removing dumpsters to the back east side of campus, re-configuring emergency generator fence and bollards, removing tennis court walls, adding new lights, blue light equipment and re-configuring and expanding the parking area from the current athletic field to accommodate approximately 300 to 350 car spaces. The scope also included adding ADA compliant sidewalks from the parking lot as well as new drainage. As part of the project, the College also requested removal and replacement their 10,000 gallon underground oil storage tank which served the nearby emergency generator. A Traffic Impact Study was prepared by Freeman Companies early in the project and this work involved field visits for data collection; preparing reports according to new development; utilizing CTDOT reports to develop plans; developing Traffic Flow Diagrams for existing, build, and future site traffic volumes; and developing Collision Diagrams and Crash Data Charts.
During construction, Freeman Companies provided a part-time on-site construction administrator to monitor and observe construction three half days a week, three to four hours per day for a total of ten hours per week. Freeman Companies worked closely with ACC staff on a specific work schedule to minimize and mitigate class disruption.
