The redevelopment of the Westbrook Village housing complex in Hartford is a multi-phase project transforming the former site into a vibrant mixed-use community. Phase 1 introduced 72 rental units across six residential buildings and incorporated a street wall, preserved trees, pervious pavement, a multi-use trail, and a playground. At full build-out, the development will feature 360 new residential units and a retail/commercial component.
Freeman provided land surveying, civil engineering, landscape architecture, geotechnical engineering, traffic engineering, and environmental services, supporting the prime developer with LIHTC application preparation, coordination with City of Hartford departments, and securing approvals for the master and Phase 1 site plans.
