Marina Village Housing Redevelopment

The Windward is a $27 million affordable and mixed-income housing complex in Bridgeport, developed on the former Marina Village site. The three-phase project includes 160 total units, a Southwest Community Health Center, a large parking area, and a playground. Phase 1 delivered 60 units, one-third reserved for relocated residents, with Phases 2 and 3 adding eight more buildings.
Freeman provided geotechnical and environmental services during Phase 1 demolition, including soil and groundwater sampling for VOCs, PAHs, and PCBs, and developing abatement specifications for lead, asbestos, and PCBs to support the bid package.
